Government Officer / Official entrusted to sanction expenditure for official functions, cannot use public offices or building or infrastructure or store items etc., for his own advantage directly or indirectly. The official position or title or designation should not be used to coerce others for endorsing a product or service. Even the stationary items of Government Offices cannot be used for personal advantage. The financial rules strictly cover the provisions for fair use of position and government resources.

In case, an employee is engaged in writing a book or article in his personal capacity, may not use his official title or position to identify himself in promoting any book, seminar, event, webinar etc. However, in his bio-graphical details such title or designation can be described and in case of article in a journal, such title can be used with an appropriate disclaimer.

Protecting the misuse of Government Resources:

The Government Employees in his / her capacities are responsible to protect government properties and make honest efforts to utilize the properties of government only for government’s official business as per rules. Even the official time of other employees should not be used for ‘other than official business.’ The use of government resources including computers, laptops, mobile sets, internet etc; for any political activity is strictly prohibited.
